William D. Morgan is a clinical and forensic psychologist specializing in assessment and consulting services for legal cases. He provides comprehensive independent , neutral, objective evaluations of psychological issues.

Dr. Morgan has background and expertise in civil and criminal forensic services. With more than twenty years of clinical practice, Dr. Morgan provides thorough evaluation and consultation. His reports and testimony are thorough and clear.

Dr. Morgan serves as adjunct faculty in the doctoral psychology program at Widener University and has published several professional articles. He is a licensed psychologist and member of the American Psychological Association and the Pennsylvania Psychological Association.

When retained for civil matters, Dr. Morgan specializes in psychological damages in personal injury, risk assessment, malingering and deception, cognitive and psychological status, and treatment adequacy. In criminal matters, his forensic evaluations include competency to waive Miranda rights, competency to proceed, criminal responsibility (insanity, diminished capacity, guilty but mentally ill) and mitigating factors. Dr. Morgan also provides cognitive and diagnostic evaluations including developmental disabilities, mental retardation, emotional disorders, psychosis, personality disorders and other conditions. In family cases, Dr. Morgan performs child custody evaluations.
